Han var sønn av kammerherre Carl Christian Conrad Ruge (1831-1909) og Hilda Ellen af Sillén (1856–88), og ble gift i 1906 med Ingeborg Sommerfelt (1883-1963). Han var sønnesønns sønnesønn av [[Hermann Ruge (1706-64)]] og bror av [[Herman Ruge (1883-1976)]]. Ruge gikk på Kristiania katedralskole, men tok examen artium som privatist 1899. Han tok [[Krigsskolen]] i 1902, Den militære høyskole 1905 og generalstabseksamen 1915. Han hadde ulike stillinger ved feltavdelinger og staber fra 1902 til 1930. Blant annet var han kompanisjef i 1. Akershusiske brigade og bataljonsjef ved Rogaland infanteriregiment. Ruge var generalstabsjef fra 1933 til 1938, da han ble generalinspektør for infanteriet. Han ble utnevnt til kommanderende general 11. april 1940, og ble forsvarssjef fra 18. mai 1940. Etter felttoget gikk Ruge i tysk krigsfangenskap, først på festningen i Königstein i Sachsen, senere i Polen og til slutt i Luckenwalde ved Berlin, hvor han satt til krigens slutt. Han ble gjeninnsatt som forsvarssjef i 1945, men trakk seg allerede i desember samme år etter en konflikt med forsvarsminister [[Jens Christian Hauge]].
