Folkebibliotek

Folkebibliotek eller folkeboksamling, det vil si bibliotek som har allmennheten som målgruppe, ser vi i Norge de første sporene etter på 1700-tallet. Det ble da oppretta allmueboksamlinger og leseselskaper som fylte en del av folkebibliotekenes funksjoner. Utover på 1800-tallet talte kulturpersonligheter som Henrik Wergeland og Eilert Sundt varmt for opprettelse av biblioteker for vanlige folk i byer og bygder, og i løpet av første halvdel av 1900-tallet kom lovverket som sikret opprettelse av folkebibliotek over hele landet.

Deichmanske bibliotek i Oslo er landets eldste og største folkebibliotek.

De første norske bibliotekarene ble utdanna i USA, og kom tilbake til Norge på slutten av 1800-tallet. Helt sentral for opprettelsen av folkebibliotekene var Haakon Nyhuus, en av de som var utdanna i USA. Han ble sjef på Deichmanske bibliotek, og tok initiativet til bibliotekloven av 1935 og Statens bibliotektilsyn. I den nye bibliotekloven av 1947 ble det bestemt at hver kommune skulle ha et folkebibliotek.

Det er kommunene som eier og driver folkebibliotekene. De drives etter den nåværende bibliotekloven, som ble vedtatt i 1985. Det er fortsatt slik at alle kommuner må ha et folkebibliotek, og dette skal ha tilbud til alle innbyggere. Folkebibliotekene skal i tillegg til å låne ut bøker også drive opplysning, utdanning og annen kulturell virksomhet. Det er 865 folkebibliotekavdelinger (2004), det vil si nesten to per kommune. Gjennomsnittsnordmannen låner 5,5 bøker/media per år til en pris av 238 kr per innbygger (2004).

Statens bidrag til folkebiblioteken er innkjøpsordningen for litteratur. Denne sikrer at alle folkebibliotek får et eksemplar av de fleste norske skjønnlitterære titler, et utvalg av oversatte bøker og norsk sakprosa, samt norske plateutgivelser.

Svært mange kommuner har mer enn ett bibliotek, med et hovedbibliotek og flere filialer. I mindre bygninger kan samlingene være små og åpningstidene begrenset, men ved fjernlån har bibliotekene mulighet til å bestille bøker fra hverandre, slik at en låner har mulighet til å nyte godt av hele folkebiblioteksystemets boksamling. I en del mindre grender har man også bokbuss, og på Vestlandet kan man finne en bokbåt, bokbåten «Epos».
